What actually separates them

With no daily cap on either side, the trailing line is the only thing that ends an account. That makes the mechanic the whole decision.

Apex measures intraday: open profit raises the line, so a trade that runs and gives it back costs you twice. Elite Trader Funding measures at the close: what happens inside the session is invisible to the rule.

Apex adds a 30% consistency rule at payout and offers $250K and $300K accounts that Elite Trader Funding does not. Elite's default account carries no consistency brake and stops at $150K.

Does either cap my daily loss?

Neither standard preset does. Your own daily stop is the only one that exists on both.

Which suits a scalper?

Usually the end-of-day mechanic, because scalping produces exactly the open-profit swings an intraday trail charges for.
